Innovative Security Dialogue: Trust and Shared Responsibility as a Path to GlobalPartnership

The Safe Ukraine 2030 Foundation presented the outcomes of the OGP Global Summit 2025 and the innovative programme “A New Culture of Security” to representatives of diplomatic missions and international organizations. The event became a platform for dialogue on a new model of democratic security — one grounded in trust, shared responsibility, and partnership between the state, civil society, and international partners.
As Olena Sukmanova, President of the Safe Ukraine 2030 Foundation, emphasized:
“Ukraine’s experience in countering hybrid challenges, defending democracy, driving recovery, and strengthening resilience can serve as a model for other nations. ‘A New Culture of Security’ represents the leadership of civil society - it is not only a Ukrainian initiative, but an innovative platform for responsible global partnership.”

The “New Culture of Security” programme is a unique initiative that unites the principles of open governance, inclusive partnership, and public trust. Its purpose is to build a new security architecture in which civil society, business, government, and international organizations become equal partners in shaping a democratic, safe environment and common standards for risk response.
Focusing on key countermeasures for information security in an era of hybrid threats - including regulatory frameworks and cooperation with digital platforms, cyber-resilience, strategic communications, societal preparedness, and international coordination - Valeriy Kondratiuk, Supervisory Board Member of the Safe Ukraine 2030 Foundation and former Head of the Foreign Intelligence Service of Ukraine, outlined the following priorities: “We must move from a reactive to a proactive strategy, form a global coalition of democracies for rapid response, anticipate information attacks before they begin, and build societal resilience through education and media literacy.”

The discussion primarily focused on the vision of security as a shared responsibility - from local communities to international institutions. Klaus Korhonen, Ambassador for Policy Planning at the Ministry for Foreign Affairs of Finland, Chairmen of the Executive Board of the Finnish Institute of International Affairs, and Board Member of the Atlantic Council of Finland, emphasized the importance of societal resilience, national preparedness for international cooperation - particularly in the field of cybersecurity - as well as the development of partnerships and engagement with NATO and its member states.
The Safe Ukraine 2030 Foundation plans to expand its international partnerships within the framework of the Initiative by launching a series of “Innovative Security Dialogues” in cooperation with international organizations and diplomatic missions. These dialogues are designed to unite the efforts of nations and partners in shaping a new global culture of democratic security - one that is open, inclusive, and founded on trust and responsible partnership.
