Veronica Cretu
Veronica Cretu is a public policy and digital governance expert specializing in AI for government, data-driven development, and open government reform. With over 25 years of international experience, she has worked at the intersection of public sector innovation, data governance, internet governance, civil society development, and gender equality across Europe, the Eastern Partnership region, Central Asia, South Asia, the Western Balkans, Africa, and Latin America.
She advises governments and international organizations on designing and
implementing policy frameworks and capacity-building programs that strengthen institutional resilience, digital transformation, good governance, data governance and citizen engagement. Her work spans the public and non-profit sectors, with a strong focus on evidence-based policymaking and inclusive governance.
Veronica serves as an Envoy of the Open Government Partnership and is Cofounder of the Moldova4EU Diaspora Task Force. She has held senior advisory roles with the Council of Europe, including service on the Committee on AI and the Access Info Group, and previously co-chaired the Sub-Committee on Data Governance and AI under Moldova’s Ministry of Economic Development and Digitalization. She is currently a member of the Working Group on Democracy and Good Governance under the Moldova Diaspora Engagement Bureau and a member of the Expert Council to the Parliamentary Commission on European Integration of the Parliament of the Republic of Moldova.
In 2026, Veronica serves as a Member of the Advisory Board of the RESPOND project (Università di Bologna), an International Consultant with the World Bank supporting citizen engagement in Ukraine’s recovery, an expert with UNFPA and UN Women on SDG 5 monitoring across the Western Balkans, Eastern Partnership, and Central Asia, an expert with the Council of Europe on open government reforms in Moldova and Kosovo, and an expert with UNESCO on AI country readiness assessment in Moldova.
Veronica has maintained a long-standing professional engagement with Ukraine through her work on open government and democratic governance reforms, particularly within the Open Government Partnership framework. She has collaborated closely with Ukrainian public institutions (both at central and local levels) and civil society actors to advance transparency, citizen participation, and digital innovation in governance.
She is a PhD candidate in Economics and Management, focusing on data-driven
decision-making in the public sector. Her academic background includes a Master’s degree in Artificial Intelligence for Government, a Master’s degree in Contemporary Diplomacy, and a postgraduate diploma in Diplomacy and IT, having specialized in Internet Governance. She holds a Bachelors diploma in Foreign Languages. Originally from Moldova, she is based in Vienna, Austria.
