Forum “Legal Regulation of Arms Circulation in Ukraine: New Challenges and Solutions”

Representatives from the NGO Safe Ukraine 2030 participated in the First International Forum on “Legal Regulation of Arms Circulation in Ukraine: New Challenges and Solutions.”


The event was co-organized by the Research Institute of Public Law, the Ukrainian Academy of Arms Studies, the Ukrainian-European Scientific Cooperation Center, the All-Ukrainian Union of Defenders of Ukraine, Athletes, and Security Professionals, and the STVOL Arms Company. The forum focused on analyzing and discussing current issues surrounding the legal framework of arms regulation in Ukraine, considering the specific challenges arising from the Russia-Ukraine war and seeking effective legal solutions.



Over 200 participants, including scientists, practitioners, Ukrainian members of parliament, military personnel, arms manufacturers, educational institutions, and representatives from the legal, sports, and defense sectors, contributed to the conference discussions.

Serhiy Kudinov, National Security Project Coordinator for Fund “Safe Ukraine 2030”, delivered a presentation titled “Arms Circulation in Ukraine: Challenges and Solutions.”



In his report, he highlighted the current state of arms regulation in Ukraine as inadequate to meet the needs of Ukrainian society, international standards, or security demands.

The presentation also outlined Fund “Safe Ukraine 2030’s” position advocating for the legislative formalization of arms circulation in Ukraine, including the right of civilians to own short-barreled firearms.



Serhiy Kudinov noted that, in effect, this political decision had already been set in motion in 2022 through the Law of Ukraine “On Ensuring Civilian Participation in the Defense of Ukraine.” He emphasized the need for future legislation on arms regulation to incorporate international legal standards, specifically concerning terminology and arms tracking standardization.
