Project to Develop the First Model “Community Security Passport” Launched in the Zviahel Community

The implementation of the project “A Community Safe for Everyone: Monitoring and Comprehensive Assessment of Security Factors as a Basis for Strategic Recovery” is being launched in the Zviahel Urban Territorial Community.

On 18 September 2026, the inaugural meeting of the Working Group took place. The Working Group brought together representatives of local self-government, law enforcement agencies, the State Emergency Service of Ukraine, civil society, business and other sectors whose activities are linked to the development and security of the community.

In her remarks, Olena SUKMANOVA, President of the Safe Ukraine 2030 Foundation, noted that the Foundation’s objective is “the systematic development of security based on public-private-civil society partnership. The main outcome of the joint work under the project should be the development and testing of a modern methodology for assessing the community’s security environment, as well as the creation of a model Community Security Passport - a comprehensive instrument that will make it possible to systematically assess the security situation, identify existing risks, resources and priorities for the further development and recovery of the community.”

The Zviahel City Council, together with civil society representatives and the Working Group, is launching systematic work on analysing the community’s security challenges, developing a Methodology for Assessing the Security of a Territorial Community, and preparing the model Community Security Passport.

Through expert work and research into the community’s security environment, as well as the engagement of residents in its assessment, the project will identify the strengths already developed in the Zviahel Urban Territorial Community, as well as the areas that require improvement in order to build a safe and comfortable community for everyone.

Oksana HVOZDENKO, Secretary of the City Council and Head of the Working Group, expressed the hope that the Community Security Passport would become not only an effective document aimed at developing the community as a safe environment, but would also contribute to the development of international partnerships in the economic and security spheres.

The project “A Community Safe for Everyone: Monitoring and Comprehensive Assessment of Security Factors as a Basis for Strategic Recovery” is implemented by the Safe Ukraine 2030 Foundation within the framework of the “Phoenix: Strength of Communities” project, implemented by the East Europe Foundation with the financial support of the European Union.
