Fund Experts Participate in Discussions on Public-Private Partnership Challenges

Experts from the Fund “Safe Ukraine 2030” participated in a discussion on issues surrounding public-private partnerships at the National Institute for Strategic Studies.


As part of the cooperation memorandum between the Fund “Safe Ukraine 2030” and the Institute, National Security Project Coordinator Serhiy Kudinov presented the Fund’s recent initiatives.



In his presentation, he emphasized key areas for improving the regulatory framework for public-private partnerships in national security and underscored the need for legislative provisions that define:

  • the legal status of non-state institutions as independent actors in national security,

  • a regulatory system for public-private partnerships in this field,

  • special tax, customs, and other regimes governing public-private partnership agreements,

  • a system to ensure investment security, including dispute resolution mechanisms, risk allocation frameworks, and guarantees for public-private partnerships in the context of ongoing military operations.

This approach addresses the growing need for regulatory clarity and robust partnerships in enhancing Ukraine’s national security under current conditions.
