Results of the Ukrainian CEDAR Pilot on Procurement Transparency in Recovery Projects Presented
The SAFE UKRAINE 2030 Foundation, together with its partners YouControl, SK Security and Artellence, presented the results of the Ukrainian pilot of the European research and innovation project CEDAR - Common European Data Spaces and Robust AI for Transparent Public Governance: a public module for analysing procurement in Ukraine’s recovery projects.
The CEDAR project, funded by the European Union under the Horizon Europe programme, brings together 30 partners from 9 European countries. Its objective is to develop Common European Data Spaces, apply artificial intelligence technologies and advanced analytics to enhance the transparency of public governance, prevent fraud and corruption, and support evidence-based decision-making. The Ukrainian pilot focuses on risk analysis in recovery projects financed through public and international resources.
During the presentation, participants were introduced in detail to the functionality of the new public procurement analysis module, which integrates information from DREAM and Prozorro, combining it with analytical tools provided by YouControl and Artellence, as well as CEDAR technologies. The system automatically enriches open data, generates risk indicators, applies elements of artificial intelligence and a Knowledge Graph to identify potential corruption risks, analyse links between procurement participants, and support informed decision-making. The resulting outputs are made available through a public web module for public authorities, law enforcement agencies, journalists, civil society representatives, international donors and other interested stakeholders.
Special attention was devoted to modern approaches to analysing the digital footprint of procurement participants, assessing reputational risks, identifying potential links between companies, applying risk indicators, and enabling automated monitoring of procurement in the recovery sector. The solutions presented demonstrate how the combination of open data, analytics and artificial intelligence technologies can significantly enhance the transparency, integrity and accountability of international assistance use.
For SAFE UKRAINE 2030, participation in CEDAR is not only a contribution to the development of innovative digital solutions. The Foundation is responsible for conducting the Ethical and Legal Analysis of the Ukrainian pilot, ensuring the legal and ethical assessment of the technological solutions developed within the project. Particular attention is given to issues related to the accessibility of information on participants in recovery processes, personal data protection, classification of public information, the use of open data sources, and the compliance of technological solutions with European legal requirements and the principles of transparent governance.
The module presented is an important step towards the creation of a modern digital ecosystem for monitoring Ukraine’s recovery. It enables the combination of open data tools, artificial intelligence technologies, legal safeguards and European integrity standards in order to strengthen trust in the country’s recovery processes. We invite all interested representatives of public authorities, local self-government bodies, international organisations, donor institutions, civil society, the journalistic community and business to test the public procurement analysis module for recovery projects.
