On 23 April 2026, the President of the SAFE UKRAINE 2030 Foundation moderated a discussion dedicated to the use of new approaches and the development of analytical models in the work of the Bureau of Economic Security of Ukraine.

The event provided a platform for an open professional dialogue between representatives of the Bureau of Economic Security, the business community, and the legal profession on how modern analytical instruments can contribute not only to the effective investigation of economic offences, but also to their prevention.

Today, the analytical component of the Bureau’s work is becoming increasingly important. It enables a transition from reacting to violations that have already occurred to identifying risks, analysing systemic schemes, and developing preventive solutions. This function is gradually becoming one of the leading dimensions of the Bureau’s mandate.

This approach also changes the understanding of the Bureau’s role: not only as a law enforcement body, but as an institution whose work is aimed at creating conditions for the economic security of the state. It is not about punishment after the fact, but about risk management, the prevention of economic offences, and countering systemic schemes rather than focusing solely on individual taxpayers.

During the discussion, particular attention was paid to the need for a fair balance between the interests of the state, the rights of bona fide business, and the principles of legal certainty. Open dialogue with business and the legal community is an essential prerequisite for developing effective, proportionate, and fair solutions in the field of economic security.

The Foundation will continue to support the development of professional platforms for dialogue, analytical approaches, and practical solutions that contribute to strengthening Ukraine’s economic security, protecting bona fide business, and increasing trust in public institutions.
